The plans have been drawn up by the surveyors and the Manawatu District Council have granted resource consent subject to a number of conditions being met, with regards to engineering, easements, water, sewer & storm-water connections, vehicle crossings, landscaping etc - when everything has been done, checked and signed off by the Council, then the Title process will be able to happen.
